Program and risk-analysis establishment and co-ordination of client's request
An estimate is a projection or prediction of what the actual cost will be when a given task or project is finished, based on the client’s objectives in terms of time, technical performance and cost.
Cost estimating can break or make a business. The development of accurate and useful cost estimates requires the application of particular skills, knowledge, principles, and procedures at every phase of a construction project. Many project owners enroll the services of a construction manager throughout the programming and pre-design phase for two major reasons: to conduct feasibility studies, and to provide timely cost advice. An independent construction manager can plan a preliminary cost estimate upon conclusion of the programming and plan design papers. This is helpful when the owner launches a realistic budget estimate and helps an owner establish affordability of a project. The construction manager also provides cost estimates to direct design decisions regarding the selection of materials, equipment, systems and to control architecture and engineering service fees.
For many years, one common phrases used in the office is, “Bad budgets lead to bad decisions.” In other words, if a project begins with a bad budget it will cause a client to make downstream decisions that diminish the quality of a project and increase risks. Most clients picture their projects in one of two ways. They may seek to construct a facility that serves their needs within a set budget or they may program a project to be constructed for the lowest costs. In either case, if the scope of work has not been fully defined, the project budget is likely to be too low and the project will exceed budget constraints.
